All:

I would agree with anh Hai's game plan here and would urge anh Nhan to post extension to vtic2002 and vtic2002authors mailing lists to try and get more abstracts. I cannot recall whether VTIC2003 announcement was posted to the above, in addition to vacets-gen. We may also find the need to use local radio in San Jose to call for papers.

A look at VTIC2002 agenda shows that there were 27 technical papers and 8 panels/workshops/tutorials. If we cannot get this many by June 1st then we'd have no choice but to delay VTIC2003 for a year.

  With respect to VTIC2003, I recommend the following:

  1. Extend the abstract submission deadline to June 1. At the same time, appeal to past authors to submit more papers. Those who have submitted should also be requested to submit a second or third paper, if possible. At the "final" deadline, depending on the number of  papers, we might keep or consolidate the papers to fill the necessary sessions.

  If we still do not have enough papers for a conference after June 1, then

  P.S. In the past, I have advocated that we should hold VTIC every two years and the President should also serve a two-year term to facilitate the planning and implementation of his/her agenda. The current situation may reinforce the necessity to adopt those measures.
