Hello Nhan & Tri,  With respect to VTIC2003, I recommend the following: 1. Extend the abstract submission deadline to June 1. At the same time, appeal to past authors to submit more papers. Those who have submitted should also be requested to submit a second or third paper, if possible. At the "final" deadline, depending on the number of  papers, we might keep or consolidate the papers to fill the necessary sessions. If we still do not have enough papers for a conference after June 1, then 2. Postpone the conference to August 2004 ... Hai Tran P.S. In the past, I have advocated that we should hold VTIC every two years and the President should also serve a two-year term to facilitate the planning and implementation of his/her agenda. The current situation may reinforce the necessity to adopt those measures.

As of today, Tri and I have received only 13 abstracts for the VTIC2003.  There may be a number of reasons for the low number of submission this year.  Two possible main reasons are (1) the current economic situation and (2) proximity (time) of this to VTIC2002.

I would urgently like to call for an on-line discussion of what to do next.  I am proposing the following 2 options: 

1)  Postpone VTIC2003 to next year 
2)  Extend the abstract submission deadline again 

Please send me any other option you can think of in the next 24 hours.  I will then post all the options to the organizing committee for a quick vote.
