[Vtic2003] VTIC2003 Postponement

Dear all,

I have received several feedbacks from both the VTIC2003 Organizing and Advisory committees.  While most of our advisory members recommended to go forward with VTIC2003 in August 2003, all of the feedbacks coming from the organizing committee suggested to postpone VTIC2003 conference to next year.  Therefore, as a general chair, I decided to postpone the conference until next year.  The new conference date will be determined at a later time.

I would like to thank our advisory members for a big help in getting a large portion of the abstracts in.  I also like to thank the organizing committee for your effort in trying to make this year conference possible.  I hope that you will all stay around for VTIC2004.

As a technical chair, Tri Tran will communicate with authors who submitted their abstracts to VTIC2003 about this postponement.
