I did enjoy reading this article.
It provides a fascinating glimpse into the actual day-to-day economic 
policy execution of the period.
Everybody know that there were bad policies, but nobody would discuss 
details.
Even now, it's half a picture revealed.
The obvious question any good investigative reporter working in a 
reasonabbly open press environment would be expected to find answers for 
is: So where did Z30 came from, who was responsible for it?  The issue 
wasn't even raised!  And the Party and Government leaders all came out 
smelling like roses.  It makes you wonder what Z1 to Z29 did!   Doi Moi 
was indeed a miracle.
