Dear chi Ziu and CACC,

Very good question, chi Ziu.  I imagine many citizens have the same question
(and there will be many more, now that you've posted your question here).
 Obviously this is an oversight at MOF.  I hope in a couple of days the PR
wing at MOF will have an answer to your question, at least to tell everyone
that the money is not being spent to finance "market exploration" trips
overseas :-)
