[Vnbiz] Gasoline price increases 30%

Considering fuel prices affects every single price in Vietnam, the 14,500/liter price kept inflation low when fuel prices were really going up very high on the global markets.  Artificially depressed prices skews inflation numbers.  0.54% month to month for HCM is indeed low.  However, it's going to jump like a rabbit for August.
