Yes, it's right. They are giving Hanoi more charms.

The city Major also said that it's not the prohibit, it's just the 
management, they can sell in some specific areas.

But I guess, they would be allowed to go around the city with some 
specific condition such as what kind of bicycle/bike, size of it, time 
to stop ... but that means it's related to the behavior of the peddlers, 
because the city authorities could not manage it all, I guess ...
