[Vnbiz] Fruit seller _ Yes or No

Thanks, chi Nga, for the question.  I have always thought that fruit
peddlers give Hanoi the great charm that many other cities around the world
don't have.  Good for tourism.  I would think managing fruit peddlers would
be much better than prohibiting them-- in prohibition, not only the peddlers
lose their livelihood, the city loses its charm.

Why do people want to prohibit peddlers outright (instead of managing
them)?  Because managing takes too much work?  Or because peddlers make the
city look "less modern"?

Making a city look like other cities around the world is easy.  Having its
own charm is much more difficult.  I wonder if people really understand this
point?
