[Vnbiz] Mayor resigns for having the third child

    Dear CACC,

The mayor (Chairman of People's Committee) of Ha Tinh has been disciplined
by Ha Tinh VCP Chapter for violating the Party's rule of limiting the number
of children to two.

This is the VCP's  internal matter, probably I shouldn't say anything.  I
know the VCP has been trying to set example for the population to follow, in
its poverty alleviation efforts.   But maybe that rule has become obsolete
and should be erased from the book.

*  Vietnam's population control has been very successful and the poverty
pressure has been reduced greatly.   There is a great imbalance between the
numbers of boys and girls in the country, due to the effort to limit the
number of children and the parents' tendency to favor boys.  This imbalance
will bring serious social issues very soon.

*  There is a general shortage of labor in advanced countries.  Having more
children now can be a very good investment, if we can educate the children
for the world's labor force.

*  Losing your job just because you have a baby is just a funny and damaging
rule.  In this case, according to the article, we lose a good mayor.

I am not sure if the rule violates any constitutional, legal or moral
principle, but obviously there is something not right about the rule (that I
can't put my finger on yet).  At least it feels like an anti-baby rule--you
are punished because you have a baby.  Brothers, babies are so wonderful,
sweet and cute.  Don't we want more babies?

Why don't we let the parents decide how many babies they want to have,
instead of regulating birth?  As the country advances, we need to drop funny
regulations that were born out of necessity.  After all, dropping funny
regulations is a sign of advancement in the world's eyes.

Chủ tịch thành phố Hà Tĩnh từ chức vì sinh con thứ ba

Chiều 24/1, Ban chấp hành Đảng bộ tỉnh Hà Tĩnh đã thông qua hình thức kỷ
luật cảnh cáo về mặt Đảng và mặt chính quyền đối với ông Nguyễn Trường Sơn,
tỉnh ủy viên, Chủ tịch UBND thành phố Hà Tĩnh.

Tuy nhiên, trước đó ông Sơn đã xin từ chức. Việc xin từ chức, chuyển công
tác khác của ông Sơn cũng đã được Đảng bộ tỉnh Hà Tĩnh chấp nhận.

Trao đổi với *VnExpress*, ông Nguyễn Thanh Bình, Bí thư Tỉnh ủy Hà Tĩnh, cho
biết, ông Nguyễn Trường Sơn đã vi phạm quy định Đảng viên không sinh con thứ
ba. Theo bản tự kiểm điểm, ông Sơn đã có 2 con gái, nhưng năm vừa rồi lại
sinh thêm con gái.

Nhận xét về cấp dưới, ông Bình bày tỏ sự tiếc nuối: "Ông Sơn là cán bộ trẻ
(năm nay 46 tuổi), có năng lực, đạo đức tốt". Trước khi giữ chức Chủ tịch
UBND thành phố Hà Tĩnh, ông Sơn từng đảm trách chức Giám đốc Điện lực Hà
Tĩnh, Bí thư huyện ủy Thạch Hà.

Việc xử lý cán bộ về mặt Đảng và chính quyền do sinh con thứ ba từng xảy ra
ở Hà Tĩnh, nhưng ông Sơn là người giữ chức vụ cao nhất bị kỷ luật từ trước
đến nay.
