REQUEST FOR PROPOSAL
Evaluation of Vietnam International Garment Training Center (IGTC)
 (Ho Chi Minh City, Vietnam)

The International Finance Corporation (IFC), the private sector arm of the 
World Bank Group, promotes sustainable private sector investment and 
provides advisory services in developing countries, to help reduce poverty 
and improve people?s lives. In the Mekong region, IFC manages the Mekong 
Private Sector Development Facility (MPDF) as a technical assistance 
program covering Vietnam, Lao PDR and Cambodia.  IFC MPDF's donors are the 
Asian Development Bank, Australia, Canada, European Union, Finland, IFC, 
Ireland, Japan, New Zealand, the Netherlands, Norway, Sweden, Switzerland, 
and the United Kingdom.
MPDF, through its contact with the Ho Chi Minh City garment association 
(AGTEK), assisted a group of local garment factories in establishing the 
International Garment Training Center (IGTC) in 2004.  MPDF assistance 
included funding of targeted technical assistance including business 
planning, setting-up of management and operational systems, developing 
local trainer network, and developing and localizing training contents. 
During 2004 ? 2007, IGTC developed 20 training programs, selected and 
trained (TOT) 61 trainers, and delivered 2,000 training partcicipant-days 
to 747 employees at 109 garment companies.
This assignment is to undertake an impact evaluation for the Vietnam 
International Training Center (IGTC), to inform the IFC and MPDF donors 
about the results of the projects, and to document lessons learned for all 
relevant parties.
The Evaluation Objectives
The consultant(s) will evaluate:
The extent to which the IGTC project executed by IFC MPDF has met the 
stated objectives of the project - in terms of outputs, outreach, outcomes 
and  impacts - 
with consideration of the external effects of the overall garment sector 
and economic environment; 
The cost-effectiveness of the Project as a means to support the garment 
sector in Vietnam;
The contribution of IFC MPDF and donors to IGTC?s financial and 
operational sustainability; 
The appropriateness of the pricing policy (beneficiaries contribution vs. 
subsidy); and
The lessons learned and recommendations on the mechanism to maximize the 
intended impact of this intervention. 
The Scope of Work
Design the evaluation: research methodology, measurement indicators, 
sampling, and data collection instruments;
Review baseline and progress data collected by IFC MPDF and IGTC?s 
training programs, financial records, training records, etc.;
Conduct interviews/focus groups/surveys with IGTC staff and factory 
directors/managers and trainees;
Analyze data, and identify factors influencing outcomes/impacts; 
Produce written reports with clear findings, recommendations, and lessons 
learned.

The assignment will be based in Ho Chi Minh City, from 1 March, 2008 to 30 
April, 2008.
