JOP OPPORTUNITY

IFC MPDF/FIAS is seeking two senior national consultants to assist IFC 
MPDF/FIAS in providing advisory services at national and provincial levels 
on improving business access to and use of land in Vietnam, as specified 
under the IFC MPDF/FIAS Vietnam Land Program. 

The ultimate objective is to promote private sector activity and 
investment through the following two components:
(I) At the national level, providing policy and regulatory advice on land 
reform issues to the Government for reviewing and revising the Land Law 
2003 and its regulations, so as to enhance business access to and use of 
land; and
(II) At the provincial level, focusing on strengthening interdepartmental 
coordination and simplifying administrative procedures for business access 
to, and use of, land in selected provinces.

A. National Consultant for Land Law Revision - Component (i)

TASKS: Working closely with IFC MPDF/FIAS team and local partners, the 
consultant?s tasks will include:
Assisting in developing the methodology and design of the business survey 
to collect business opinions on drafts/revisions, including survey 
instruments and other tools
Providing comments and recommendations on the drafts;
Contributing to the advocacy process, including consultations and other 
communications, to facilitate buy-in of the proposed recommendations;
Making presentations at consultative workshops and events related to the 
Project;
Carrying out other tasks as requested and necessary.

QUALIFICATIONS: The consultant should:
be experienced with reviewing land legislation and administrative 
procedures and in implementing land policy, regulation and administration 
reforms to improve business access to land;
have a track record of developing practical, cost effective, and easy to 
implement recommendations for reform in the Vietnamese context;
be experienced in the organization and facilitation of public-private 
sector consultations;
be familiar with land and investment policy, the legislative regulatory 
and institutional context of Vietnam and other countries.

B. National Consultant for Provincial Land Simplification - Component (ii)

TASKS: Working closely with IFC MPDF/FIAS and their local partners, the 
consultant?s tasks will include:
Assisting in developing the methodology and design of the research for 
process mapping in selected provinces, including survey instruments and 
other research tools;
Providing comments and recommendations on the results and findings of the 
research;
Providing input and advice on the recommendations and solution design;
Contributing to the advocacy process (consultations and other 
communication), with provincial authorities to facilitate buy-in of the 
proposed recommendations;
Making presentations at related events;
Carrying out other tasks as requested and necessary.

QUALIFICATIONS: The consultant should:
have in-depth understanding of business regulations in Vietnam, in 
particular procedures that regulate business access to and use of land;
have in-depth understanding of best practices; experience in designing and 
implementing quantitative and qualitative research is preferred;
have experience working with a range of public and private stakeholders in 
Vietnam, including specifically provincial governments;
have experience in facilitating solution design and change management 
process.

C. Assignment

IFC MPDF/FIAS proposes to hire the consultants for up to 30 man-days each. 
The assignments will primarily be in Hanoi for the period from March 15, 
2008 to January 31, 2009.
