[Vnbiz] Developing Open Source Software (Linux)

Dear CACC,

I have some questions.

Do the "FLO" software run on Windows environment or Linux environment? Most of input devices on laptop computer are working with windows environment. If we use Linux, will drivers of these devices be compatible?

  In response to A Hoanh's wise advocacy of VietNam adopting "Open source" software (BeLow), if anyone wants some help with Free, Libre/Linux or [other] Open-source (FLO) software -- even if only to understand the differences between those 3 kinds of FLO software -- several friends and i have been working with FLO systems (software, users and code contributors) for a decade or so already, both in and outside Vietnam. 

  Of the story of the FLO (software and global community) in VietNam (excluding the Internet, the core technologies of which are almost exclusively FLO software), Government here first became interested in the FLO sometime around October 2002 when MoSTs' Tran Luu Chuong gave his InfoDev Presentation of in Washington, DC, entitled "How VietNam Faces Open Source Software (OSS)". Since then, VietNam has yet to go with the FLO in any major way. Pirated Microsoft software is still the choice of well over 80% of VietNam's home and office info' systems' buyers (whether they knew it or not). 

  Just a few FLO points that might be of interest: 

    a.. The VNBiz mailing list is built on FLO systems.  The gentleman who originally set up and administered VNBiz' FLO mailing-list-management system, anh Tin Le, is one of VietNam's earliest FLO advocates. 

    b.. One of the more obvious, immediate benefits of using Linux at least as a desktop operating system is the enormous boost in security (privacy, authentication, reliability, [exclusive] access) one gets when sharing information or data files, but especially when doing so using the Internet. With Linux, you can basically forget about installing and updating antivirus software. Though viruses and "Free" antivirus software for Linux exist, they're virtually trivial, so far. Just install a good Linux desktop system for all your home/office needs, do a minor bit of re-learning for office and multimedia applications (not Internet app's) and you can simply laugh out loud each time a new Microsoft Windows/Office/InternetExplorer virus or other threat is reported worldwide. Security, stability and privacy were designed into Linux from scratch.

    Dear CACC,

    There is a series of discussion on VNExpress about developing open-source software, i.e.,, Linux.  The following article is one in the series.  It basically says that the government should not directly invest in Linux but should let Linux develop by its traditional way, i.e., private (non-government) volunteers.  Instead, it recommends open source education in IT training at universities.  I agree with this approach.

    We should encourage more open-source education and software development in Vietnam. The entire world cannot depend on one guy Microsoft and open-course software appears to be the road for developing countries to avoid the crush of global software monopolies.

          Phát triển nguồn mở không cần trông chờ nhà nước 

          Tôi xin nêu ra ý kiến để phát triển Linux theo đúng nghĩa. Và i ngà y nay tôi có đọc một số ý kiến rằng nên chăng nhà nước tiên phong mở ra lộ trình phát triển cho open source. Riêng tôi nghĩ không cần phải phức tạp như vậy. (Nam Nguyen)

          Thật ra Linux tự nó là một phần mềm không vì lợi ích kinh tế, nó được là m ra thứ nhất là miễn phí và để phục vụ rộng rãi cho mọi người. Cho nên nó nên là một nhóm là m việc riêng lẻ, chủ yếu là thịnh nguyện và phi chính phủ chứ không phải là dựa hoà n toà n và o nhà nước. Cứ nghĩ xem nếu nhà nước đầu tư quá nhiều nhưng mà sản phẩm đầu ra là không đồng. Vậy thì quá phí phạm. Có chăng nhà nước nên hỗ trợ và ủng hộ sản phẩm đầu ra. Thí dụ: cà i đặt và sử dụng rộng rãi trong các cơ quan chính quyền. 

          Vậy vấn đề ở đây là lấy đâu ra nguồn lực cho đội ngũ open source mà không phải tốn kinh phí đà o tạo.Việc nà y hết sức đơn giản.
          Chúng ta nên chú trọng và o việc đà o tạo trong trường đại học, trong hà ng trăm trường đại học trong nước có hà ng trăm nghìn sinh viên công nghệ thông tin và tôi tin chắc rằng đó là con số quá đủ để phát triển phần mềm. 

          Vậy nên vấn đề tiếp theo là là m cách nà o để phát triển nó và để hướng giới IT trong nước sang một xu hướng mới? Phải bằng cách đưa và o giảng dạy rộng rãi Linux tại tất cả các ngà nh IT. Bằng cách nà y hay cách khác chúng ta hướng sinh viên đến tìm tòi và nghiên cứu. Từ đó tất yếu sẽ có nhiều forum về Linux mọc lên và phát triển rất nhanh. 

          Nhiều người cho rằng việc phát triển nà y là vô ích và tốn thời gian,vì nó không mang lại bất kỳ khả năng tà i chính cho người tham gia thực hiện. Tôi xin nói thêm, việc nà y rất có ích cho công việc IT cũng như quản trị IT. Những người ưu tú ở một số forum nước ngoà i thực tế đã được mời về là m chuyên gia phần mềm hay lập trình với mức giá không phải là nhỏ. 

          Việc khuyến khích cạnh tranh giữa các forum hết sức quan trọng. Lập nên được một cộng đồng vững mạnh là điều mà chúng ta nên nghĩ tới. Tôi nghĩ hiện nay chúng ta cũng đang có một số người ưu tú và biết khá chắc về open source, nhưng từng đó là chưa đủ. Chúng ta có lợi thế về lực lượng IT dồi dà o và trẻ trung. Vấn đề là có tận dụng và đà o tạo đúng cách hay không.
