According to the following piece of news, MOET yesterday acknowledged its failure to accomplish the plan to bring the Education Law into life by issuing its implementation documents. It said last year, only 31% of the 2008 plan to draft new legal documents was fulfilled, and during the first quarter of 2008, this figure is 22% against the quaterly target. 
 
If any brothers/sisters in this forum know more details of the story, especially what areas in particular are not accomplished and�  why this is so, please kindly share it with us. � 
 
This kind is delivery performance figure is definitely disturbing, especially given education and educational reform’s � hot-spot status over the recent years. The questions I would like to put forward for discussion then are twofold: 
 

1.	what institutional factors produce such poor performance, and 

2.	how this poor record could be improved, in other words, what institutional mechanisms should be injected to reverse the trend. � 

 
To me, this is only another example of the almost absolute absence of performance-based evaluation as the core institutional design principle in the public service in Vietnam, where incentives and accountability mechanism are not performance-related. Perhaps unless this is corrected, it would be very difficult to improve the rate and quality of the service delivery in the public service. 
 
I would love to hear your views on these issues and also perhaps the experience of other countries on introducing/implementing the performance-based system in the public service.

Tại hội nghị sơ kết 2 năm thực hiện Lu��­t Giáo dục được tổ chức hôm qua (16/4), Bộ GD&ĐT thừa nh��­n đã không ho� n th� nh nhiều văn bản hướng dẫn triển khai Lu��­t Giáo dục theo kế hoạch, gây nhiều khó khăn trong công tác chỉ đạo, điều h� nh, ch��­m đưa quy định của lu��­t n� y v� o cuộc sống.
 
Năm 2007, Bộ mới ho� n th� nh 31,02% kế hoạch soạn thảo văn bản quy phạm pháp lu��­t, trong ba tháng đầu năm 2008, công tác n� y cũng mới chỉ đạt gần 22% kế hoạch quý I. Một vấn đề đáng lưu ý khác trong quá trình thực thi Lu��­t Giáo dục đó l�  về chương trình giáo dục, Bộ sẽ nghiên cứu thêm hoặc bớt một số môn học cho phù hợp với từng địa phương. (VnM)
