[Vnbiz] What kind of news is this?

Dear CACC,

This news piece is supposed to be from Vietnam News Agency.  And the content
is that 4 persons "surrounded" the industrial park Tan Huong (Tien Giang)
between November 23 and November 25, 2007, creating traffic jam for 54
hours, resulting in 47 million dong of damage for businesses in the area.
The court of district of Chau Thanh (Tien Giang) has just given them a
12-month jail sentence each.  Before the Tien Giang event, these 4 had
engaged in disorderly conduct in My Tho and were warned by My Tho police.

That is nice and dandy.  But why do these people engage in that kind of
conduct, moving from one city to another?  Shouldn't the reporter (and
Vietnam News Agency) automatically ask that obvious question?  Or that kind
of question is not a part of news reporting?  Or the readers are supposed to
fill in the blank themselves?

Phạt tù 4 người 'phong tỏa' khu công nghiệp

Họ kéo đến khu công nghiệp Tân Hương (Tiền Giang) gây rối, không cho người
và phương tiện ra vào; làm tắc đường giao thông suốt 54 giờ.

Ngày 8/4, TAND huyện Châu Thành tuyên phạt Phạm Văn Nguyễn (40 tuổi), Võ Văn
Hùng (50 tuổi), Nguyễn Thị Khơi (35 tuổi) và Dương Thị Đẹp (39 tuổi) mỗi
người 12 tháng tù về tội gây rối trật tự công cộng.

Theo cáo trạng, từ 23/11/2007 đến 25/11/2007, 4 bị cáo "phong tỏa" đường ra
vào khu công nghiệp, gây thiệt hại về kinh tế cho các doanh nghiệp tổng cộng
gần 47 triệu đồng.

Trước đó, ngày 20/9/2007, các bị cáo từng gây mất trật tự công cộng, bị Công
an phường 1, thành phố Mỹ Tho, xử phạt cảnh cáo.
