Alcatel-Lucent (Euronext and NYSE: ALU) today announced the signature of
contracts with VMS MobiFone and VNPT, worth a total of Euro 20 million.

Alcatel-Lucent and VNPT also signed a cooperation agreement to establish an
IP Excellence Center in Hano.

VMS MobiFone awarded Alcatel-Lucent a contract to provide GSM Base Stations
to improve the coverage, capacity and bandwidth of VMS MobiFone's mobile
networks in the Northern, Central and Southern regions of Vietnam. Under the
agreement Alcatel-Lucent will deliver its industry-leading, end-to-end
GSM/GPRS/EDGE solutions. This solution includes the Twin TRX, a recent
addition to the Alcatel-Lucent portfolio that doubles base-station capacity
to meet the requirements of users in high-density urban environments and
offers a wider coverage range that is suitable for less populated rural
environments.

The Twin TRX also reduces power consumption by up to 30 per cent.

Alcatel-Lucent will also provide VNPT with its Optical Multi-Service Node
(OMSN) solution to interconnect base stations and serve as mobile backhaul
solution for the mobile network in the Northern region of country.

Alcatel-Lucent and VNPT also signed a cooperation agreement to establish an
IP Excellence Center in Hanoi. This IP Excellence Center will host the
expertise and resources required to support IP transformation and broadband
deployment in VNPT networks accross Vietnam. The IP Excellence Center will
be located in Alcatel Networks Systems Vietnam; the joint venture between
Alcatel-Lucent and VNPT. It will cover training, customer support, IP
services development, showroom, manufacturing and repairing needs. The IP
Excellence Centre will work with the worldwide network of Alcatel-Lucent IP
transformation centres and the future VNPT IP integration laboratory. The IP
Excellence Centre will establish close working relationships with the
universities and local R&D centres to help develop Vietnam's top IP talents.


The contracts were signed by Pham Long Tran, Chairman, VNPT, and Etienne
Fouques, President of Alcatel-Lucent's Science, Technology and Strategy
activities in the presence of Prime Minister Nguyen Tan Dung and Henri
Novelli, French Minister of State, attached to the Minister for the Economy,
Finance and Employment, responsible for Businesses and Foreign Trade.
