[Vnbiz] Nha Trang Bay

Dear CACC,

I think it is very easy if we just stay outside and talk. I never support developing against any prices but in this case, I think Khanh Hoa province also has its point. Luckily, I worked in 1 project in Khanh Hoa province few years ago and had chance to visit many provinces along Truong Son. I can tell you guys right now that when we r accessing internet, using google, reading news on CNN and talking all beautiful words or development plans, we should never forget that people in this area is living in very very very very poor condition. For them (including the several officials), economic development is everything. 

I do agree that Khanh Hoa has many beautiful places and it is worth to keep them, but keep WHAT and to WHAT extend? We, as outsider can have so many feeling about beautiful islands, beaches, bays, woods, bla bla ... but for local folks, they need something to eat and whenever they wanna do business, they have to ask for permission from some administrations in Hanoi or else where - a BIG problem! Just kidding, if Government pay around 1-2k for everybody (may be 5-10k for officials ) in Khanh Hoa and ask them to preserve all such national heritages, I don't think there would be much objection! However, If Government ask them to keep such things and give them almost nothing + give them problems when they wanna do business -> there must be something wrong somewhere, am I right?

In my opinion, Khanh Hoa was too aggressive and concerned administrations were too optimistic / romantic about the situation (pls down to earth). May be both parties can meet in the middle I guess! In the end, we may have some smaller size of protected areas and bigger ones for business.

Another angle I hope you may notice, the real reason underneath may be a battle between tourist industry and other fields. I experienced this before in some projects, tourist industry sometime made beautiful stories to public to protect their own benefit. And talking about money, I give you guys some estimated  numbers that I got many years ago: tourist industry brought around less than 10 billions for Khanh Hoa but just only oil transhipment in Van Phong bay earned more than 600 billions and pushed Khanh Hoa to "Thousand Billions Club" (cau lac bo nghin ty), the number may not be correct due to my memory, but its spirit remains. Anyone who have access to such statistics, pls help me to check.

To bro Thang: I don't think visitor keep visiting Vietnam  over and over again,  most of people I know visiting Vietnam only one and never come back, they prefer Phuket, Bali, Langkawi, Penang .... I do agree Vietnam have many beautiful places and even better than the above, some places like Penang really SUCK if comparing to Muine, but people still go back because of SERVICES in which we are poor.

I fully support Mr Tran Chien Thang point of view.  Vietnam has the size a little bigger than Florida.
If Nha Trang is so eager to develop without a long term plan, it will definitely destroy the the special characteristics of the old beloved Nha Trang, which attract more and more tourists for its old soul.

I always ask myself a question: Why people love to visit VN over and over again ?
It is because VN has a lot of attractions, a lot of varieties to see from the mountains to the beaches.
With the friendly and welcome vietnamese people, VN has the recipe for success for years to come.

That's why a long term  development plan is very critical . I suggest Khanh Hoa should develop a master plan which addresses all issues such as sewage, water, transportation, residential, tourist accommodation etc... . This will boost Nha Trang value many times over .

I was taught. You can make a lot plans, revise them many times without doing anything without costing too much. Once we start the project, it becomes very costly to redo , modify, rework , repair
a flawed plan.

Probably you have heard that Khanh Hoa authority was trying to do some tourist develoment in Nha Trang Bay but the Ministry of Culture and Information told it to stop because that would violate the World Heriatage rules, Nha Trang Bay being a World Heritage site.  Then, the vice-chairman of Khanh Hoa's People's Committee was quoted as saying that Nha Trang should request that its name be withdrawn from the World Heritage list.  (Previously, Khanh Hoa authorities had submitted a petition to have Vinh Nha Trang named as a World Heritage and that petition had been approved) (Please see VNEpxress article below). 

Here are some issues I would like to hear your opinion on:

1.  Does Nha Trang has the right to withdraw itself from being a World Heritage site?  What if the central government in Hanoi says that Nha Trang cannot withdraw?  Does the central government has that right?

2.  This guy in Nha Trang seems to think that environment preservation hurts development.  Does that make sense?

- Nhiều lãnh đạo địa phương và nhà đầu tư từng "kêu" rằng ở những vùng "đụng đâu cũng là di tích" thì khó làm ăn chứ nói gì đến phát triển. Ông đánh giá thế nào? 

- Sao họ không thấy may mắn vì nước ta có nhiều di tích? Chúng ta từng có nhiều cảnh đẹp, di sản quí giá, nhưng một thời gian dài không được quan tâm gìn giữ đúng mức nên đã bị hủy hoại nhiều. Bây giờ đã đến lúc phải cố giữ nốt những gì còn lại. 

Mâu thuẫn giữa bảo tồn và phát triển là điều mà quốc gia nào cũng đã và đang gặp phải. Nhưng kinh nghiệm của những mô hình kinh tế - xã hội thành công nhất cho thấy họ không bao giờ chấp nhận phát triển bằng mọi giá. Phát triển để môi trường bị hủy hoại, để vùi lấp các giá trị truyền thống, để mình không còn là mình nữa thì phát triển làm gì? 

- Vậy Bộ sẽ giải quyết ra sao khi nhận đề nghị chính thức xin rút vịnh Nha Trang khỏi danh sách danh thắng quốc gia của UBND tỉnh Khánh Hòa? 

- Như tôi đã nói ở trên, vì đây là một việc chưa hề có tiền lệ, và vì vịnh Nha Trang không phải là tài sản riêng của Khánh Hòa nên Bộ sẽ cho đăng báo công bố toàn bộ các thông tin trên và sẽ mở diễn đàn thực hiện trưng cầu ý kiến toàn dân. Nhưng tôi vẫn hi vọng Bộ không phải làm việc đó.

Nếu đã chọn phát triển theo kế hoạch dài hơi thì không thể ngay lập tức thu được lợi nhuận. Thành công trong kinh tế không chỉ đo bằng số tiền mà chính quyền đó thu được. Đó còn là sự trong sạch của môi trường sống, cuộc sống của người dân hạnh phúc hơn. Phát triển kinh tế thành công để làm gì khi môi trường sống càng trở nên tệ hơn? Nếu chỉ tập trung cho phát triển kinh tế, liệu có đảm bảo môi trường và cảnh quan của vịnh Nha Trang sẽ tốt hơn bây giờ?
