Shane,
I don't think that there is any standard or official lists as lexicographers
in Vietnam still debating.
You can buy a book of Name and basic information on all countries in the
world. The book (I do not knwo exact tilte) but published by Vietnam News
Agency or MOFA. It can be considered some how as 'official'
best
