[Vnbiz] Fwd: English textbooks for Vietnamese

I must say that I was thinking the very same thing.  Often the discussion
goes here, and elsewhere for rapidly developing nations, on the need to move
to higher value aspects of the economy from labor intensive.  Certainly,
there will, and should, be a place for both.  But, to do this there needs to
be greater use of English because of all the information that is available
in English, (internet, textbooks, topical manuals).

Now the problem is the costs.  Perhaps a program that brings the children of
Viet Kieu, raised in English speaking countries to work in select high
schools would be one such endeavor facilitating English Acquisition, Anh
Hoanh, any ideas on this.  Perhaps, also the children of other Viet Kieu
from non-English Speaking countries as well.   Maybe these children, because
of limits to quantity, could work at schools identified for gifted children
to facilitate impact in the near term.

Some things to remember about Singapore.  Small country, small population,
English is the language of study prior to University, it has adopted
international accounting standards which makes transparent operations in the
country, etc...  This, and perhaps the iron-hand of Mr Lee, has done much to
develop the country.   Certainly, and importantly, Viet Nam has a larger
population, more natural resources, and other such factors.

I would like to also state that Viet Nam should look closely at not simply
the fantastic growth of its neighbor to the North but also some of the
factors that have encouraged foreign investors to hedge and have China +1,
and China +2 strategies.  Both to make use of the opportunities this affords
but also to quickly move to close the gaps that are making investors look
elsewhere.

Viet Nam has many challenges.  Working to build a more cohesive ASEAN group
of nations should be top on this list.  Investing in education yes, but
infrastructure throughout the region of ASEAN nations also.  English is
important but will mean little if infrastructure issues aren't addressed as
well as the further integration of the ASEAn region.  There will be
challenges to the greater integration of ASEAN region because of the
interests of large domestic organizations yet the key to Viet Nams long term
success, I believe, rests on the greater integration of a regional market
and subsequent investment in regional infrastructure.

Singapores success, despite a highly entrepreneurial people, has much to do
with its size and location as well as the strength of Mr Lee.  Greater
institutionalized linkages with Singapore and other regional economies will
do much to facilitate the development of Viet Nam and the region as a
whole.  Some will suffer during this integration, all should guard against
the process being de-railed.  Wealthy, and healthy, neighbors can and should
support each other.
