[Vnbiz] Project evaluation

Thank you for the information and the link.

I simply think that every actor needs to do evaluation to meet his/her
own interest/purpose.  To my opinion, an evaluation report done by
donor, while can give some useful information  for VN government, does
not address all aspects to improve project performance, management and
policy making, and some broader issues such as development cooperation
from the view point of an insider. On government side, it is very
important since it would help to use the fund more effectively and
efficiently, not only ODA but also local fund. More than that, lessons
of some projects can have certain effects on practice and policy
making. In terms of post-project evaluation, I think it is now very
relevant to resettlement component of projects as its true effects can
be measured only after a period of time, say 5 years.

I would love to have a copy of the NH 1 project evaluation report by
Japan. This week, chi Thanh Binh of your deparment will come down here
for my project SC meeting (on 12). Could you help to send it via chi
Binh? I will give you the copying cost back via chi Binh, too. Thanks
