[Vnbiz] Vietnamese get visa exemption

Dear CACC,

My first thought upon hearing this news is delight as the Vietnamese
government has, at least, shown some good wills in their attitude towards
Viet Kieu.

However, there is a long way to go between law on paper and implementation
in real life. Reading this

a Vietnamese abroad makes me realize a lot still need to be done
before
Viet Kieu can feel like Vietnam is their home.

Do you have any suggestion on how this decree should improve to be more
effective?
