I have been asked to publicise this story broadly, to bring attention to
what appears to be a serious failure of Viet Nam's Pacific Airlines
(which is partly owned by Qantas Airways of Australia) to meet standards
of support to People with Disabilities.

The story is below in English and in links to stories in Vietnamese about
this case in VN Express.

You are also encouraged to sign a petition to express your concern about this case.

One signatory who is well known in Viet Nam, John A. Lancaster, former advisor
on Disabilities to President Clinton and Executive Director of the National
Council on Independent Living, says the following:

"Pacific Airlines discriminatory treatment of people with disabilities is 
illegal and unacceptable."

Mrs Nguyen Hai Yen, a person with disability, when flying on Pacific
Airlines (“PA”) from Ho Chi Minh city to Hanoi was charged an additional
USD50 for wheelchair service from and onto the airplane. However, Mrs
Yen had to walk on her crutches from the airplane down at Noi Bai
airport, Hanoi.

On 16 August 2007, Mrs Yen’s husband, Mr Pham Van Tan, started a legal
action against PA at the People'’s Court of Tan Binh district, Ho Chi
Minh City and claimed for an apology and a refund of USD25 for the
wheelchair service which was not provided at Noi Bai airport.

On 17 August, Mr. Luong Hoai Nam, General Director of PA stated that he
would have Mr. Pham Van Tan’s name appear on all PA’s system so that
sale agent will note this whenever Mr Tan buys ticket of PA (Please see

This act of Mr. Nam  (which could be called “black listing” troubling
customer) caused much concern to customers and potential customers of PA.

If you find PA’s treatment of customers with disabilities and its act of
retaliation against complaining customers unacceptable and if you would
like your name to be noted in PA’s system (“black list”) along with Mr.
Pham Van Tan, please sign your name in the petition at the link
