Dear brother Hoanh and friends,

I have a questionCould you tell me CACC stands for what? I'm new member. i don't know exactly what it means. 

I would like to share to you another issue in leadership. today, they talk about ruling system such as system of ruling by man "nhan tri" and system of ruling by law "phap tri". In fact, the 2 systems are being used in every where, every social system.

For example, American say their political system is system of ruling by law. But when you work in a firm, you may see your boss uses rule by man. When he wants to employ new workers, he needs to select some candidates from a group of candidates. The candidates are the same in many aspects. you may wonder why he selects this one but not that one. yes, in the case, he use his feeling or his experiences to get the options. 

I think, in America they use rule by law in macro level and rule by man in micro level. I hope brother Hoanh may give other words to interprete this case.

In vietnam, many criticize that VCP and government use system of rule by man. They have ever given thousands of consequences from the ruling system. I am not politician and I dont't don't want to give any solutions for the problems. I wonder why vietnamese authority needs to use rule by man system. In fact, they use rule by man in macro and rule by law in micro. Some use this ridiculous explanation: law is a rod of powerful person to beat and to fine less powerful one but not the rod to fine themselves. Why?

I think system of ruling by law needs multi-division of lawyers. it is very accademic system and high educational system. When you want to lead a group by law, you need good experience of making law and good experience of applying law. those things are very luxury. In big organization with large amount of members, they may have enough money and social resources for the cost of that system. but what can we do in small group? I think rule by man is the best way.

I want to go back to the issue of leadership because of some reasons. Sometimes I read some newspaper articles that talk about bad phenomenals in VN or hien tuong tieu cuc. For examples, it talks about bad behaviors of policemen, state officers and etc. The authors of those articles wait for pupblic oppinion to judge the phenomenals. but newspapers are not courts. Newspaper reporters are not jury. I wonder why the victims don't sue officers. there are laws protect the victims. No one or very few want to use the laws.

In some cases, the Vietnamese officers seem not very responsible. Few years ago, I heard a ridiculous story. One foreign officers asked the Vietnamese minister of culture to let them use some ancient remains for their exhibition. The minister said that he would ask the director of the  museum. They explained that because the minister needed to follow the law. In other cases, you can see officers seem very powerful. 

Last week, I was in Ha Noi. I went to a restaurant Ong gia Chinh Hieu at Ho tay. There is a big house was built on the lake not near the lake. The house destroyed the view of the lake, the environment and etc. Local people said because the land lord was powerful. Big surprise!!

  Interesting message.  Thanks, brother Thien.  I would like to be sure that we all know that involving a personal case with a personal message on the Internet is always a risky business, because we don't know all the facts.  You may hear the "facts" from one person, but not all.  So I would take this Ho Thi Bich Khuong's message with caution and with some reservation, especially when the language in her message is not really polite, like thang cong an nay, thang cong an no.  My experience is that people who use indecent language in writing are usually questionable.  If the person cannot clean up her act in writing, what would she be like when you face her in real life? 

  I would love to hear more details about this case though.
