Dear CACC,
I have decided to leave this part out of my previous writing, because it is
conjecture, without any solid evidence. However, the entire affair about
the ex-minister's English scholarship makes absolutely no-sense, while my
pure logic does bring some sense into it. So instead of leaving things
hanging senselessly in midair, I think I should help everyone make some
sense out of the case. Obviously I may be wrong, but there is a great
possibility that I am right, because it would make no sense otherwise.
I think Mr. Hien doesn't need and doesn't want any English course. I think
he was ordered to take the course in England to make room for reform. It is
not enough that he is out of MOET, he has to be away from the scene.
That makes much more sense to me.
In any event, this case does raise a serious issue on how project 322 money
is being used. Looks like we Vietnamese still have the bad habit of doing
things by desire and convenience instead of by rules and regulations. The
322 fund was used for Mr. Hien because he was a "special case." Yeah, every
time we want to disregard the law, it is because of a "special case." Looks
like "special case" is the buzz word in our governance scene. Hai Phong's
judge is ordered by UBND and VKSND on how to decide the Do Son case because
it is a "special case" too.
We just have to know to really really really respect the law, respect the
rules, otherwise we won't be able to go well in this globalization age,
folks! We don't want to have the habit of acting like kangaroos in a
kangaroo court and a kangaroo government. Maybe we don't mind to be
kangaroos, but the world does mind about hanging out with kangaroos.
