Dear CACC,

The English scholarship for Mr. Nguyen Minh Hien is a very interesting case.

First, he became the Minister of EDUCATION and Training before he knew
enough English.  Obviously.

Second, after he is removed from MOET(obviously, so that the reform can be
started), he is rewarded with a scholarship to England.

Third, obviously Mr. Hien doesn't trust that ANY school in Vietnam can teach
him English.  Mind you, all schools in Vietnam were under HIS jurisdiction.

I need to emphasize that he is dead wrong on this third point.  Vietnam can
produce great English talents.  Have you every read any of Thanh An's
English writings?  I am sure that 75 percent of Americans who have
finished a four-year university cannot write as beautifully as she
does.  The first time I read Thanh An's writing several years ago I was so
impressed. And when I talked to her in English I was even more impressed.
So I asked "Did you study overseas?"  She said, "No, I have never gone
overseas.  I just study here in Hanoi."  I was completely shocked.  Several
years before that (when I was teaching a quick seminar at the Government
Mediation Center) I ran across a young interpreter in Hanoi who did such a
wonderful job that I asked where she learned English.  She said the name of
some language school in Hanoi.  I cite these two examples because I'm sure
that these two ladies were trained in Hanoi and did shock me to the
foundation with their outstanding English.  They give me the serious respect
for Hanoi's ability to produce English talents.  (Most VNBIZers have an
incredibly high level of English, but I am not sure who study English in
Vietnam only.  So I just stick with Thanh An). I am sure that there are many
many other examples in Vietnam.  So, why does the ex-minister of education
have to go overseas to study English?  Doesn't he know that there were good
schools under his jurisdiction?

Man, this is mind boggling.  How much we can do for the poor with the
ex-minister's scholarship money?

light.  I just don't have another sure example.  Please don't kill me.
