[Vnbiz] Asking: Vietnam hydropower plants

Dear CACC,

I think that many here are working for government, so I hope I can ask 
something relevant to the hydropower plants.

Normally, how is the plant financed? Does it 70% come from the government 
and what about the 30%? Thus, who are the partners? Is that the foreign 
investors, and who are they normally, or in the past?

If anyone has any information or know how to get those information, please 
help. I really appreciate that.
