Dear chi Dieu Linh,

I don't know anything about the UK, but here is the answer for the US.

The US doesn't have VAT (value added tax).   It has sales tax, which
is a percentage of the retail price.

Say, if you are a clothing seller, you will have a sales permit from
your state, say, Virginia. This permit will allow you to buy clothing
from a manufacturer without sales tax.  When you sell you a retail
customer, you will have to collect from the customer sales tax (5% in
Virginia) and at the end of the month you send to the State
(Department of Taxation) all the sales tax you have collected during
the month.

But, please keep in mind that taxation depends a lot on (1)  the kind
of business you are in and (2) the location where company is doing
business.  You need to let the tax advisor know what business you plan
to open where, before you may have a more accurate answer on tax.
