   I have had similar experiences to anh Andrew, and have anecdotal evidenc of many more similar situations.

   I get almost the same answer from all my Vietnamese friends: the overwhelming majority of the Police and Security Forces are from the north. Southerners do not trust them as much as they trust another southerner - even a gangster!

   A few years ago we had a similar problem with people using drugs in our alley. My neighbors tried many things to try to stop it, including asking the local Ward policeman to do something. However, nothing worked. Our kids were still vulnerable to being hurt by the needles these people threw away. When I started using my camera to take pictures of those people's faces, they drifted away in less than 1 week!

   Anh Andrew, I think the results for you situation are probably more to do with the fact that the "gangster" is a friend of your neighbor, rather than that he is a "gangster" per se. Family/Friendship ties here (in Saigon) seem to be much stronger relationships than between the people and the police or security forces.

   One "feeling" I have, and have had for a long time, is that a Saigonese will trust another Saigonese before they will trust a Policeman from the North. Can any of my Vietnamese brothers/sisters comment on this? I don't make any comment about whether this is good or bad/right or wrong, I just say that it exists. My hunch is that this could most probably be related to the different histories of the two regions since 1954.

   On a much brighter note, I am about half-way through translating chau Minh Ngoc's lovely writing into an English version - so our non-VN speaking brothers/sisters can join the discussion. However, I am doing a LITERARY translation, not a literal translation. This means I have "interpreted her meaning" rather than "translated her words".

   Finally, anh Thuy, please give my personal congratulations to your lovely daughter. Please tell her that the feelings, meanings and emotions which she wrote so well in Vietnamese can also "touch the hearts" of people in many other languages. This is because the "essence" and "truth" of the work are written in very, very few words. THAT is the hallmark of good writing. Some of the most important linguistic works throughout history have been very, very short. Congratualtions to Minh Ngoc, and also to your wife and yourself. Your "flower" could not bloom if she had no "stem" to support her and guide her up toward the sun!!!

What can we say? That we have a long way to go before we have real 'rule of law'?

Actually, I have a similar story which says something about the role of local gangsters. When my next door neighbour wanted to clean up or move out all the drug addicts that used to be a blight on our hem in a District of Saigon, he contacted the local gangster (admittedly a friend of his) instead of the local police. The hem has been 'clean' ever since.
