[Vnbiz] Neighborhood planning in Saigon

Dear CACC,

Below is a cutting from Saigon's  map, District 11,  with a very peculiar
ground plan, looking like a traditional garden city.  Does anyone know or
can you find out easily something about the history of this layout? When
developed, any special occasion for the development as such?

I have lived in Saigon for not so short time but have not noticed that there
is a  nieghborhood with such an intersting layout until a german colleague
asked me about this. Thank you for any information and history about this
place.
