[Vnbiz] World Bank: Competitive Partnership report quoting VNBIZ

Dear CACC,

I've just happend to run across a World Bank report on public-private
partnership to improve investment climate.

This report has something VNBIZers would love to know.  In the beginning
part of the report, Section 1.2 Policy Implementation (at page 6), the
report mentions VNBIZ as follows:

"Enacting legislation may prove merely symbolic if the new policies are not
implemented in practice.   This can happen if the design of reforms fails to
take into account of practical realities: the quote from the Vietnam
internet forum VNBIZ.net (right) illustrate the problem."

And a box on the right side of the page, it has this quote:

"I really wonder, how somebody can draft such an irrational, contradicting,
short-thought, simply stupid document.  One of the kind that is ten thousand
times broken the moment it is released, and one that cannot be followed
without bringing Vietnam to a stop."

I remember that discussion.  I think anh Stefan said that. If it is not him,
it could be me when I'm on fire.  But it sounds like his style of writing.
(When I have time I may search the archive to see who said it :-)

Anyway, just so you know, what you say here may end up in many places.  By
the way, some articles in Wikipedia and other places have put links into
VNBIZ too.
