By chance, can I contribute to the discussion Future Leaders by posting a
support to this development - The Australian Leadership Awards (ALA).

| The Australian Leadership Awards (ALA) is a new award |
| scheme within the Australian Government’s Australian |
| Scholarships program. The purpose of ALA scholarships is |
| to develop leadership within the Asia Pacific region. |
| |
| ALA scholarships are for longer-term post-graduate study |
| in Australia at masters or doctoral level. Managed by the|
| Australian Agency for International Development (AusAID), |
| ALAs are competitive and open only to citizens of |
| countries in receipt of ODA. |
| |
| Applications are now open and will close on 31 July 2006 |
| for commencement at an Australian university in January |
| 2007. |
| |
| Relevant fields of study for an ALA include management, |
| economics, business, political science, philosophy, |
| history, law and public policy. In 2007, priority fields |
| will include international trade, disease pandemics, |
| security and clean energy. |
| |
| Preference will be given to candidates who can |
| demonstrate: |
| (i) that they are in a leadership role, or |
| (ii) have the potential to assume a leadership role in |
| the public, private or community sectors |
| |
| In each case merit will be given to candidates likely to |
| influence development outcomes at the national and |
| regional levels. |
| |
| Mandatory requirements: |
| · a record of high-level undergraduate or |
| post-graduate academic achievement; and |
| · advanced English language ability. |
| |
| Awards will be allocated equitably between men and women. |

Dear anh Shane & CACC,
Thank you for the note from the heart, brother. It's very good, anh Shane.
Your message reminds me of the Mexican authority. We in the US often
tell each other: "Be careful when you get to Mexico. Every government
official down there is a little god. Any police man can find any
excuse to keep you in jail for a long time. Once you get through the
Mexican legal process and the US-Mexico diplomatic process to get out
of jail, you would have spent many months in jail and tens of
thousands of dollars already (and by that time, you wife may have
married some other guy already :-)"
The Mexican has a legal system that is so notorious of arrogancy,
harrassment and corruption, that US citizens simply try to avoid it as
much as they can. American tourists usually tell each other to stay
only in big Mexican tourism cities (that know who to take care of
foreigners) and not to venture out.
And of course, Mexico is relatively backward, even though it has a
huge US market next door and quite a bit of investment from the US.
So the question is: Does underdevelopment creates arrogancy and
corruption, or corruption and arrogancy create underdevelopment?
