I am from the North of Vietnam, I do not know the South geographic well. But 
I do have some knowledge that I can have some comments:
1. You sure did the good choice on making decision of setting up the 
facility not in the North, and outside of those "crowded" area.
2. It is not a easy answer for the last criteria: local technical schools, 
etc. However, please consider DA NANG. I do not come from DA NANG, but I 
really do recommend you go there! I visited Danang, I love the place because 
it is changing everyday. And thus, remind you that doing business in Vietnam 
will involve a lot of bureaucracy that sometimes can give you a lot of 
"extra work" . However, in DANANG, it is really easy because the government 
there is very opened mind.

So, my suggestion is: go to DANANG.
I dont know if this comes too late to you. I just know about this forum 
today and see your message by chance.

I am MBA student from USA. I will finish my degree this August and looking 
for job in Vietnam. The great connection coming ;) I also study in Germany, 
University of Applied Sciences Fulda (FH-fulda) for Master degree of 
International management. It will be due next year, but I just need to have 
a job and submit my Master thesis in Jun 2007.

It will be perfect if you can help your client, I mean the investor, having 
me as employee ;)
I am Vietnamese with diversity background from USA, Germany, and ofcourse 
locally knowledge about Vietnam.
