Dear Brother Quang Anh & CACC,

Thank you for the info.  I wonder if the Competition Management Bureau
has prosecutorial power to prosecute the bad guys.  The Bureau has no
clout if it cannot do prosecution.

This is another issue that we need to address:  Government agencies'
prosecutorial power--civilly and criminally.  Criminal prosecution may
be in the hand of VKSND, but other agencies should have at least civil
prosecutorial power.

But this is another issue.  We will talk about it more later.
