[Vnbiz] Soccer gambling

Dear anh Hoanh

Sorry that I returned a topic that seems to be out of date, when WC is
reaching the end of the game. However it might be interesting to all of us
when reading the article below.

In short, it told about the "invisible" (but actual) gambling soared in
Vietnam during the WC. It is the SMS services with promising awards,
basically basing on the results of the football game. It has also a lot of
other kinds of "betting" ways, from number of scores to man of the match,
etc.

It is normal if:
- the SMS price is transparent or predictable to the gamers
- the answering/reward mechanism is well-justified to the gamers

It is a huge and prosperous business, collecting small $ from (possibly)
everyone's pocket. Isn't it gambling?

Dear CACC,

Below is an interview with the Minister Chairman of the National
Committee of Sports.  He is working on legalizing soccer gambling.

I have serious concerns about these folks and their thinking.

Let ask yourself this question:  In our environment of corruption and
bribery everywhere, and dishonesty and illegality touching every rank
in the soccer world, from coaches to players and referees, and
international mafia involving into our nation's affairs, is that SAFE
to add more fuel into the fire by legalizing gambling?

Some folks would say, people are gambling on soccer anyway, let's
legalize it so we can control it.  Well, do you really believe that in
Vietnam's current conditions we can control it better, it only help to
make all problems worse?

1.   By legalizing soccer gambling, we would allow soccer gambling to
be advertised and promoted freely, that means MORE people will be
involved in gambling, more money will flow, more mafia and match
fixing efforts and bribery will occur.

2.  And the current law enforcement system is not clean and good
enough to prevent more mafia activities (illegal booking, illegal
match fixing, more international connection involved).

In addition, do we want to encourage our children to gamble anyway?
Don't tell me that soccer gambling doesn't encourage people to be more
gambling in general.  What kind of morality we are trying to build for
our nation?  We already have a serious morality problem as it is
today.

Why do we want to add more potential problems into all kinds of
problems we have already?

I don't hear Mr. Nguyen Danh Thai and other officials name any
benefits other than the vague "legalizing to control" statement and
"more money" into the budget.  Sorry, dim-witted folks,  there are a
million ways to make money, honestly and brilliantly, if we have
brain.  A nation should not have to rely on gambling to make money.

And these guys don't even mention ONE WORD about the potential harm of
legalizing gambling.  What kind of policy-making process is that?
Shouldn't they list everything out, good or bad, and try to balance
the two to make a final decision?  Why is a Minister so one-sided?

With all kinds of scandals going on, I haven't read about one single
good thing Mr. Nguyen Danh Thai has done to help the situation.  (If
there is a good article about his work, I missed it).  And all he can
do now is pushing for more gambling in the nation?

And how about prostitution?  Prostitution has been there forever,
since the beginning of time, why aren't talking about legalizing it.
Prostitution involves less mafia and international crooks and more
with public health and AIDS than soccer gambling.  Why aren't we
talking about legalizing prostitution to control it instead?  Is that
because soccer gambling has a Minister in pushing for it, the poor
prostitutes have no Minister to protect them?

Let me repeat what I said a couple of months ago:  It is a serious
motive problem of trying to derail a major soccer gambling and
corruption investigation by pushing to legalize soccer gambling now.

Also, we need to know who is behind all these "gambling companies"
internationally (that are mentioned in the article)?  And who in
Vietnam may have money in his pocket pushing for these companies?  Who
may get more money in his pocket if soccer gambling is legalized?
Would that be the increase in the budget of UBTDTT?  Would that mean
the salaries ( including bonuses and other benefits, including travel
benefits) of UBTDTT personnel will increase?

Trao đổi với báo chí sáng nay, Bộ trưởng Chủ nhiệm Uỷ ban TDTT Nguyễn
Danh Thái cho biết, cuối năm nay, cơ quan này mới trình Chính phủ đề
án đặt cược bóng đá. Đề án sẽ quy định cụ thể mức trần và mức sàn đặt
cược mỗi trận đấu, cũng như các biện pháp nhằm hạn chế tiêu cực nảy
sinh.

- Tiền Phong: Xin ông cho biết tiến độ thực hiện đề án đặt cược bóng
đá mà Uỷ ban TDTT chủ trì?

- Hiện nay nhu cầu đặt cược bóng đá rất lớn, nếu chúng ta không quản
lý tốt thì đặt cược bất hợp pháp sẽ diễn ra. Chính phủ đã có Nghị định
giao cho Uỷ ban TDTT chuẩn bị đề án đặt cược bóng đá. Do chưa có kinh
nghiệm nên để chuẩn bị đề án này, chúng tôi đã mời các công ty nước
ngoài đặt cược thành công của Mỹ, Anh, Singapore giúp chúng ta kinh
nghiệm cũng như công nghệ để tổ chức.

Còn về dư luận xã hội hiện nay cũng có tiếng nói ủng hộ nhưng cũng có
ý kiến chưa đồng tình. Khi xây dựng đề án chúng tôi sẽ cân nhắc cụ thể
để đạt được sự đồng thuận cao của xã hội. Dự kiến, quý 3 năm nay,
chúng tôi sẽ báo cáo đề án với Chính phủ. Nếu trình được Chính phủ
thông qua thì có thể từ năm 2007 người dân sẽ được cá cược.

- Tiền Phong: Tại sao chúng ta không đưa vấn đề cá cược bóng đá vào
Luật thể dục thể thao trình QH tại kỳ họp này?

- Đây là vấn đề mới, nếu thí điểm trên thực tiễn thành công, dư luận
đồng tình thì chúng ta sẽ có những điều khoản bổ sung vào luật sau.

- VnExpress: Theo đề án, đơn vị đứng ra làm nhà cái sẽ là một doanh
nghiệp trong nước hay Việt Nam chỉ là đại diện cho các hãng cá cược
lớn nước ngoài?

- Hiện chúng tôi chuẩn bị rất nhiều phương án để trình, nhưng dù
phương án nào thì về mặt quản lý phía Việt Nam vẫn làm chủ. Nước ngoài
chỉ hỗ trợ về kinh nghiệm, công nghệ... Chúng tôi không loại trừ khả
năng liên doanh.

- VnExpress: Nhiều ý kiến cho rằng, trong giai đoạn đầu chúng ta nên
bắt đầu thí điểm đặt cược các giải quốc tế vì tiếp thu được kinh
nghiệm quốc tế và tránh những tiêu cực móc nối tỷ số. Ông nghĩ sao?

- Thực ra, trong đề án cũng đã nêu nhiều phương án, có đặt cược các
giải trong nước và đặt cược các giải bóng đá quốc tế. Nhưng hiện Chính
phủ chưa có ý kiến quyết định.

- VnExpress: Những trường hợp nào sẽ không được tham gia đặt cược, đặc
biệt là với các giải trong nước?

- Đây là vấn đề khá cụ thể, chúng tôi cũng đang bàn thảo.

- VnExpress: Vấn đề giới hạn mức trần đặt cược được tính thế nào trong
đề án, thưa ông?

- Chúng tôi có đề ra mức sàn và giá trần đặt cược. Về nguyên tắc, giá
trần đặt cược không quá cao, gây khó khăn cho người tham gia. Hiện, đề
án còn ở dạng dự thảo nên chúng tôi chưa đưa ra giá trần cụ thể.

- Công an Nhân dân: Như vậy giới hạn giữa cá độ hợp pháp và không hợp
pháp sẽ rất mong manh?

- Tôi không nghĩ vậy. Khi có quy định về mức trần cụ thể thì sẽ phân
biệt rất rõ. Nếu đặt cược với số tiền trong giới hạn quy định đó thì
được coi là hợp pháp.
