  No.  The firgue may just be correct! You may have missed the figure in terms of the volume.  You can export 10 tons of crude oil and import just 1 ton of refined, and you end up with some millions in trade surplus.  Just is the price for exporting primary products with low or even no-value added and this is particularly true for natural resources.

I find these figures difficult to believe. Crude oil sells much 
cheaper than refined petroleum products.

Are we to believe that Vietnam:
a) Exported the most expensive crude oil in the world;
b) Imported less volume of refined petroleum products than the crude it 
exported; or
c) someone got the figures wrong.

Through more than 25 years of dealing with "information" like this, 
I have learned to analyze it in a very realistic way - it was my job for 
about 11 of those years, so I have some expererience.

I want to know why Vietnam "supposedly" exports more cheap crude oil 
than it imports much more expensive refined petroleum products??
