Dear Brother Duyen,
That is a very good project (Swiss-Vietnam Clean Air Initiative).
As we are talking about cars, does this project work with Vietnam car
manaufacturers to encourage them to work on emission control?
Actually the issue of car policy has another element that we haven't
talked about yet. Vietnam as a car producing country (not like
Singapore). One of the goals is making more cars and selling more
cars.
(Too bad, Migel. Cars do produce quite a few problems, from traffic
jam to pollution to energy cost. But we poor country have to move
forward. We can't just say, we will stay away from cars because we
want to be green and poor. We want to be green and prosper. How to
stay green with cars is an issue we have to work out. I realize that
all major industrial countries have done and are still doing things
that are not very good to the environment, from cars to factories to
dams. And these industrial countries still run full speed ahead with
their problematic productions, while environment experts are trying to
ask poorer countries to stay away from fundamental industrial
development activities, such as "do not build dams" or " do not build
cars." I would say that if all US citizens use their cars only 1/2 of
the time, they will save the entire world of green house effects.
Polluting the earth mostly come from major industrial nations, not
from the poorer countries. At least not yet).
In any event, making cars that use less oil and emit less CO2 would
make the cars more attractive in the world market. Vietnamese
automakers should start thinking in advance about world market
although right now they only sell domestically. I think if SDC and
environment experts start working with automakers and ask them to
think proactively on this issue, that will help them compete
internationally much effectively later on.
