[Vnbiz] Language question

Dear CACC,
I don't think that the group "recently promulgate..." can express the whole
meaning of "ban hanh moi" but to make the sentence a different meaning.
I totally agree with the way the writer goes "ban hanh moi" partly because
it means to newly promulgate a law that already exists (which is different
from "ban hanh luat moi" that means promulgate a law that has never been in
existence before); partly because it is writing style of reporters/writers.
Also, "ban hanh moi" is one of the methods to emphasize the purpose of the
writer.
