Dear anh Hoanh & CACC,
I agree with chi Khanh.
"Mo+'i" here serves as an adverb for the verb "ban ha`nh."
I have no idea why but I have a feeling that recently,
people prefer to use it this way in official documents,
though the meaning is still the same: "to promulgate new laws."
I assume that initially, we had "la`m mo+'i" as a translation for the verb
to renew.
In our language, we could think of "la`m mo+'i" as a verb phrase: la`m +
mo+'i,
with mo+'i as an adverb. Then we VietNamese people are just so creative to
apply
the rule on some other few verbs i.e. trang hoa`ng, sa?n xua^'t...
