[Vnbiz] Language question -- Re: Governmental management by issuing documents to be replaced

Dear CACC,
How do you think if "mới" in this case acts as an adverb of the verb
promulgate?
I think there's no problem when it goes "ban hành mới luật" as "to
promulgate new laws" means "ban hành luật mới".
Anyway, this is my opinion only.
