[vn-tech] Where to get VN software

Sorry for the delay, it's been crazy at work and home :)

1. Go to Control Panel and double click on "Regional and Language Options"
2. Go to Languages tab and enable the "Install files for complex script ..."
3. Click on "Details"
3. Click Add, and under Add Input Language, click on the drop down box and 
select Vietnamese
4. Click OK all the way out
