[vn-tech] Unicode to VIQR program

Oh I see.
Years ago I wrote a DOS utility to convert VIQR to unicode. It should be 
fairly easy to do the reverse. If you are interested, I can dig up the 
source code for VIQR to unicode for you and you can reverse the process 
yourself.
