[vn-tech] Unicode to VIQR program

That's because in some situations, VIQR is still the only one that works
such as in Palm.  Vietnamese Unicode in Palm Acrobat does not display
correctly (even though it displays correctly in Windows/Mac Acrobat.)

I guess, Palm does not use Unicode?

There seems to have a lot of tools to convert from different viet formats to
unicode but not the reverse. Can I ask what is the reason for the need for
this tool?
