As you can tell from the deafening silence, no one has any idea what you
are asking about.

Please explain more what it is you are trying to do.  I've never heard of
"IP locators" and I've been working in computers and networking for almost
30 years now.

The network (IP network specifically) is location independent.  Two IP
addresses that are adjacent, e.g. 192.168.1.1 and 192.168.1.2 might actually
be thousands of miles apart physically (think dialup and/or VPN).

When you say "locate IP addresses", do you mean to find an IP physical
location?  Or just to find out what the address of a name?  Such as name to
IP address mapping?  The first one is rather hard, because eventhough IP
are assigned in blocks and you can find out who own which block, most people
now access Internet via VPN, so their physical location could be anywhere
on the planet.  The second one is easy, just do DNS lookup.

So when you ask a question and no one answers, the chances are good no one
understand what you are asking.  Add more details to your question if you
want some help.  Otherwise... shrug, I guess it wasn't that important :-)
