Another rematch

Another potentially tight race is the rematch in District 149
between Democratic Rep. Hubert Vo and the veteran Republican
he defeated in 2004, Talmadge Heflin.

Heflin, who served 22 years in the Texas House and chaired the
powerful Appropriations Committee, lost by 16 votes after a
protracted contest.

Not much has changed. Vo won't benefit, as he may have in
2004, from unfavorable attention Heflin garnered when he tried
unsuccessfully to take custody of a 20-month-old boy away from
his mother, an immigrant from Uganda.

But Vo is now the incumbent, and as of July had $16,000 cash
on hand, compared with Heflin's $6,000.

And he is expected to focus again on the message that Heflin
ignored the district's changing demographics. The district has
no ethnic majority and is one of the most diverse in the city —
37 percent white, 23 percent Hispanic, 20 percent black and 20
percent Asian, according to the Texas Legislative Council.
