[Vacets] VACETS web & infra for short-term effective operation

Hello anh Dat,

I have not been involved with VACETS web site or network infrastructure for last
several years.  So I am afraid I am very much in the dark as to VACETS' current
capabilities and status.

My time for involvement is limited, but if you do not mind explain to me what is
needed, I will do my best to help if it is possible.
