[Vacets] VACETS web & infra for short-term effective operation

Hello anh Tin and cac anh,

I can't agree with anh Tin more! This has been an argument I made 
before.  The use of yahoo or other commercial services makes VACETS look 
very bad professionally, given the fact that VACETS is an "Internet" 
organization and hence the web's interface is very critical for its image. 

At any rate, I will do my part to resurrect the new web-interface for 
VACETS.  Anh Tin: we can work together on this!
