Trong bà i viết về CT Hồ Chí Minh, tác giả Phương Nam Đỗ Nam Hải có yêu cầu kiểm chứng các thông tin từ Việt Nam nói rằng Cơ Quan Liên Hiệp Quốc về Giáo Dục, Khoa Học, và Văn Hoá (UNESCO) đã vinh danh CT Hồi Chí Minh và o năm 1990.

Chúng tôi đã tra tìm hồ sơ lưu trữ của UNESCO từ 1986 đến 1995 và tên "Hồ Chí Minh" chỉ xuất hiện trong 1 (một) tà i liệu với chi tiết như sau:

18.61 Calendar of anniversaries of great personalities and events

The General Conference,
Recalling that, as stipulated in Article I, paragraph 2, of its Constitution,
one of the main objectives of Unesco consists in advancing
the mutual knowledge and understanding of peoples,

Convinced that international commemoration of the anniversaries of great
personalities and events constitutes an important contribution to
the fulfillment of Unesco’s objectives relating to the strengthen–
ing of international understanding and co–operation,

Noting that the commemoration of anniversaries of great personalities and
events by Unesco has been largely approved and supported for many
years and will gain in importance in the framework of the World
Decade for Cultural Development,

Recalling 18 C/Resolution 4.351, in which it authorized the Director–
General to publish a two–year calendar of anniversaries of great
personalities and events,

Mindful of the wishes of Member States of Unesco regarding renewed publication
of the calendar,

1. Recommends to the Director–General that he resume preparation for the
publication, beginning in 1990, of the Unesco calendar of anniversaries
of great personalities and events, making the appropriate
provision in section IV (Public Relations) of Chapter 4 of
Part II.B and adding after paragraph 15470 of document 24 C/5: ‘A
calendar for the years 1990 and 1991 of anniversaries (centenaries
and multiples of centenaries) of great personalities and events
connected with education, science, culture and communication will
be prepared in 1989 on the basis of information provided by Na–
tional Commissions and will be widely distributed’;

2. Invites the National Commissions for Unesco to submit to the Director-
General lists with selected anniversaries.

18.65 Centenary of the birth of President Ho Chi Minh

The General Conference,

Considering that the international celebration of the anniversaries of eminent intellectual and cultural personalities contributes to the realization of Unesco’s objectives and to international understanding,

Recalling 18 C/Resolution 4.351 concerning the commemoration of the anniversaries of great personalities and events which have left an imprint on the development of humanity,

Noting that the year 1990 will mark the centenary of the birth of President Ho Chi Minh, Vietnamese hero of national liberation and great man of culture,

Considering that President Ho Chi Minh, an outstanding symbol of national affirmation, devoted his whole life to the national liberation of the Vietnamese people, contributing to the common struggle of peoples for peace, national independence, democracy and socialprogress,

Considering that the important and many-sided contribution of President Ho Chi Minh in the fields of culture, education and the arts crystallizes the cultural tradition of the Vietnamese people which stretches back several thousand years, and that his ideals embody the aspirations of peoples in the affirmation of their cultural identity and the promotion of mutual understanding,

1. Recommends to Member States that they join in the commemoration of the centenary of the birth of President Ho Chi Minh by organizing various events as a tribute to his memory, in order to spread knowledge of the greatness of his ideals and of his work for national liberation;

2. Requests the Director–General of Unesco to take appropriate steps to celebrate the centenary of the birth of President Ho Chi Minh and to lend his support to commemorative activities organized on that occasion, in particular those taking place in Viet Nam.

Điều nà y cho thấy và o năm 1987, theo yêu cầu của các quốc gia hội viên, kỳ họp khoáng đại của UNESCO có đề nghị là sẽ tái ấn hà nh lịch lưỡng niên, 1990-1991, về một số nhân vật và sự kiện lớn lao. Các quốc gia hội viên được mời đề cử các nhân vật và cộng sản Việt Nam đề cử cố CT Hồ Chí Minh với các chi tiết nêu trên.

Tuy nhiên, đến năm 1990-1991, tên "Hồ chí Minh" không được đề cập đến trong bất kỳ một tà i liệu nà o khác của UNESCO. Điều nà y có nghĩa là đề nghị năm 1987 đã không được chấp thuận.

Như vậy, đã không có nghị quyết nà o của UNESCO tưởng niệm cố CT Hồ Chí Minh và o năm 1990.
