[vacets-gen] Minutes on VACETS/NO VACETS meeting

Dear anh Chanh and anh Gioan,

Thanks for responding to the call to action. I asked anh Hung Bui 
(Stein McEwen & Bui LLP) to help with item 3 and be our pro-bono 
counsel. He has graciously agreed.

We had another volunteer for that job so things are moving forward.

Our new website is up. We are cleaning up/updating the contents. Our 
Board Election process is proceeding and on schedule. We are also 
talking on this end on 1 perhaps 2 VACETS activities.
