North Vietnamese ex-fighters are under state control...they would not talk unless through a state-sponsored organization..Ms Mac thi Hoa..in her capacity as Vietnam Redcross, in reality works for the state..
As living in Hue, Rent could be negotiated to lower than 300.00$ a month in private houses..buy a bike..food is dirt cheap..you can get by as low as 500 to 600.00 a month..
